i'm not sure if you can get the mount at a level below 48? 20 days ago while leveling mostly in BGs, i decided to go to ungoro and see if i could get the quest. thottbot shows the tree requiring 48 for 1st quest, 49 for second quest, and 50 to start the dailies. i quit the BGs and did the whole mount quest tree at 48 just to see if i could do them all. wowhead now shows whole tree do able at 48.....it didn't though, awhile back
and....the QQ would happen. it started when horde got the ravasaur. many alliance QQ'd concerning this mount and had to be reminded that this is to equal the winterspring frost saber that the alliance has had for ? years. now the QQ is on how easy the horde gets there mount compared to the alliance equivilent
last year when wotlk prepatch rolled my 57 gnome was getting tons of "WTF! how did a gnome get ambassador at 57...etc...etc."
my 2 horde 59 twinks had the same title, most whispers were along the lines of "grats and how did you do it"
AV BGs and turning in items to get bosses on turtle games. i never really knew i had that title on those 3 players till the whispers poured in. at times i would remove it
overall i'm not paying $30 to find out. we have players who already did it and i'm sure they have been asked especially at lvl-49 when seen with one

well if the 1st quest is available @ 48 then the rest of the chain is. and i guess that answers the question that 48 is the lowest
the QQ is not only b/c of the difficulty (well more time than difficutly, but still) involved in the WS saber but also that the saber requires a lot higher lvl to get the quests for, so its impossible to get in the 49 bracket w/o faction changes.
also ambassador isnt impossible for alliance to get. actually ive heard its easier for allies to get since getting silvermoon rep sucks @ low lvls.
