Probably by enchanting the BoA helm when head enchants still existed, and then mailing the already enchanted helm to the monk.

I put mine on back in cata because I had nothing better to spend honor on. It was just for show. There is a head enchant on this bank toon that holds a lot of my extra boa. Retardo @ Medivh - Community - World of Warcraft
I don't have a PC right now so I haven't been on to see how it scales. I hope it's pretty significant.

Yeah, the head enchant loom is on anoter char atm. It scales to 14 stam 5 dodge. Its not the best afaik, but one if the best for Monk FC

Head enchants are NOT functional. You do not get the stats from them.
Once we decided to no longer offer new head enchants, we made the older ones non-functional or else players would feel like they had to go back to older content or be missing out on power. This way, helmets are just no longer enchantable and you'll have one less required step to get a piece of loot ready to wear.

They do work... You just cannot apply them anymore. I have one on my monk and it works perfectly fine. It gives 14 stam and 5 dodge scaled down.
