Armory bug, happens a lot with the artifact weapons. He's 764 with Rage of the Tides and The Four Winds. Your better off using WoWprogress as it will show you the relics and artifact trait.

Six-Feather Fan is one of those items that every 101 twink should have / use. No matter what spec. That proc is just way too strong to be left out. And yes, it procs from casts too.

As you mentioned... my guardian uses the fan for obvious stats but also makes up for a lot of damage output. And fury warrior... lol. 50% of my damage is fan damn near, due to 350k ticks

DPS set now 843ilvl, leech set at 839 (38% leech).

Armory is saying 845ilvl cos I also have an 865 Talisman of Jamil in my bag... but I'm not sure if it's better stats wise or not atm.

I couldn't really say to be honest, this char hasn't been on a PvP server since around December, when he was much lower ilvl. But at that time, although I could hold my own vs newly dinged 110s and levellers were easy, the higher ilvl 110 people were already starting to hurt.
