Hey guys, I've been farming the same spot in Wetlands for days now. I'm using a monk for instant respawn with a level 20 with unlocked XP. The goal was to find the "sweet spot" for require level 20 gear to drop. Here are my findings, some of which might surprise you (maybe not).
Level 20: armor (ilvl 19/req 13) / weapons (ilvl 23/req 20).
Level 21: armor (ilvl 19/req 13 with some req 15 which I believe now to be bugged/unscaled pieces) / weapons (ilvl 23/req 20).
Level 22 to 25: armor (ilvl 19/req 16) / weapons (ilvl 23/req 20).
Level 26: armor (ilvl 24/req 21) / weapons (ilvl 23/req 20)
Level 27: armor (ilvl 24/req 21) / weapons (ilvl 27/req 24).
No blue BoEs dropped for my lowbie. None. Hours of farming, multiple levels, 10+ whelps. No blues. My guess is that the scaling has had an effect on this.
Can anyone confirm a Boe blue dropping outside of a dungeon?
My conclusion: I think Blizzards gear scaling is fucked. That's what I think. Besides that, I imagine that gear doesn't drop at 23/20 for armor pieces. I think it goes require 13, 16, 19, 21, 24, and so on. I think any req 20 gear you find is either A. Old Gear B. Unscaled gear from a chest or something similar. Can anyone confirm or deny that? It's just my guess after-all.

Alternatively, I found something interesting as I was doing this. Lockboxes sometimes drop while farming here (pretty rarely, sadly). At first, I vendored a lot of them but then I thought to unlock them, thinking that the gear would be unscaled just like treasure chests, sure enough, they're the original drops. You can get ilvl 25/req 20 gear this way but only some are those levels. Also, it seems to have a fixed loot-table. Here's the ilvl 25 pieces I got.
