These aren't actually my videos, just something I found on youtube and thought it was funny so I decided to post it here . I have keybinds myself.

I'd say if you have the option to lvl to 91 for twinking, then you might as well lvl to 99. Every aspect of twinking is better at 99. Been told that 91 may be better in duelling/wpvp against equally lvl'd people. I've yet to see it, but could imagine it.

91 casters are way better than 99 in pve up to 94. But that is all.

Never. You can not cap hit / expertise anymore. As a 91 you will almost ever miss. A caster misses even more than a melee.

No. You'd have to factor in the decrease in chance to hit higher lvl characters. You'd be missing alot of your hits. Like Perfection says. PvE is probably one of the only places where 91's shine the brightest as twinks.

Arms > balance > feral=shaman imo.

The top tier of classes is hard to determine tbh. All though there are some classes who flourish with very little setup. All the specs you've named are respectively nasty in bg or skirm environment. Take your pick of what you're feelin and you shouldn't be disappointed.
