I'll keep this short.
We all know how certain items are "impossible" to get.
We all know of someone who has prayed for a specific item, just to see it drop on their non-twink/different class alt.
The Theory
WoW purposefully alters the drop-rates for BiS twink items when a twink is in the group.
Why?
Well, what keeps a non-twink playing WoW - The leveling process and end-game.
What keeps a twink playing WoW? Well, the PvP for one, but also the entire lengthy gearing process.
Is it possible that WoW devs have purposefully made it harder for a twink to get a BiS item?
But how?
WoW assigns a value to your character which specifies whether you will gain experience, or not.
They could EASILY use this same value to determine which set of drop rates an item should have for you and your group.
This is what made me think of all of this...
I wanted a Charged Gear, yet no matter how much I ran Gnomeregan I didn't see any drop - Even non-priest ones!
Yet yesterday, while on my non-twink guardian druid, I saw Charged Gear of Spirit drop. It's not the one I ever wanted, but it was a Charged Gear all the same.
Today, while respec'd as Resto (same druid), I saw Charged Gear of Agility drop.
Call me nuts, but think about how many times you've run random instances and never seen your desired item drop, but seen it drop while on your other chars. Just think about it.
