Twink Loot Theory (Diff. Rates)

I'll keep this short.
We all know how certain items are "impossible" to get.
We all know of someone who has prayed for a specific item, just to see it drop on their non-twink/different class alt.

The Theory
WoW purposefully alters the drop-rates for BiS twink items when a twink is in the group.

Why?
Well, what keeps a non-twink playing WoW - The leveling process and end-game.
What keeps a twink playing WoW? Well, the PvP for one, but also the entire lengthy gearing process.

Is it possible that WoW devs have purposefully made it harder for a twink to get a BiS item?

But how?
WoW assigns a value to your character which specifies whether you will gain experience, or not.
They could EASILY use this same value to determine which set of drop rates an item should have for you and your group.

This is what made me think of all of this...
I wanted a Charged Gear, yet no matter how much I ran Gnomeregan I didn't see any drop - Even non-priest ones!
Yet yesterday, while on my non-twink guardian druid, I saw Charged Gear of Spirit drop. It's not the one I ever wanted, but it was a Charged Gear all the same.
Today, while respec'd as Resto (same druid), I saw Charged Gear of Agility drop.

Call me nuts, but think about how many times you've run random instances and never seen your desired item drop, but seen it drop while on your other chars. Just think about it.
 
Sorry bro, but I do not believe this theory, my 24 BiS rogue has around 11 Charged gear of the Monkey, and 2 weeks or smth, Gurubashi Surf Club managed to find Hotshot and 2x Deeptrudgers in gnomergan. I simply do not beleive that Blizzard would make a difference regarding if twink or not.

Sorry bro, but I do not believe your success story. My 24 priest has yet to see any charged gears of anything and in months of gearing, I have only heard one story of those gloves dropping. I simply do not believe that you have 11 charged gears of the monkey, and if you do it took you more than 11 runs. I'm talking about running Gnomeregan twice and in both runs, getting a twink-related drop. That is ridiculous compared to the amount of runs it most likely took you to get 11 of the Monkey gears you apparently have.

It's RNG, RNG is RNG, nothing more, nothing less.

I've gotten 150 runs on my 19 Druid for "of the Bandit" cloak, still don't have it btw, yet I got my Emissary Cuffs of Agility on my Rogue the very first Gnomer run I did. You just have bad luck. The only reason you come up with this rediculus theory is because you just can't seem to be able to get your Charged Gear. Just run it some more, attaining BiS isn't supposed to be a piece of cake. Oh, and another thing, if Blizz altered the drop rates for every single twink so they don't get the item they want, how come there are so many BiS twinks?
 
I know it feels like the odds are against you, but it's all just RNG.
I remember running Gnomer for my 24 Pally and Lock; first 4 runs = 4 of the Eagle rings, which was what I was after. I felt it was the opposite of what you're stating.
 
RNG really can be that crazy. I've seen both sides of it, where I had items drop for twinks that luck doesn't even begin to describe, both good and bad. If people knew how easy it was for me to gear my most recent 39, they'd shoot me. Unbelievable luck. I put more time into just getting the neck for one of my 29s, long after everyone else got theirs.
