You need to visit the elders in high level dungeons, so sorry but no Elder title for 19s. =(

Unfortunately no, we all misread tht. The title was not for having exalted w/ EITHER wsg, AB or AV, but for being all 3. :'(

Here is the direct quote from the patch notes, take note of all plural words in the quote:

# The Achievements to get exalted with the Warsong Gulch, Arathi Basin, and Alterac Valley factions have been removed from their respective "Master of" Meta-Achievements. Special titles will be offered to those who reach exalted with these factions.

TITLES will be offered. That leads me to believe that they are putting in 3 new titles and just screwed up.

I agree with Sanitarium, Conqueror/Justicar has already been implemented so they would not refer to it in patch notes as a future addition. It is most likely that they intend to add these at a later date.
