No, in order to do timewalking dungeons you need to be from range 80(81)-100.
ONE DUNGEON GIVES YOU APPROXIMATELY 40 TOKENS.
BUT,the first dungeon you do on character gives you 500 tokens quest (which according to people is monthly quest).
So i recommend you only do it on your toons once,as the dungeons themselves are a horrible waste of time and i had to cut onion in progress in order not to fall asleep.
Good luck with farming on mains.
