I was looking at the vendor and saw the bags for 25 badges each. If trying for the Legion neck enchants, is it better to get the gem bag to make the jewelery to DE or the chanting bag for a shot at a chaos crystal that way? Or the ore for prospecting?

there are bag changes incoming, i would use or save the badges for something else.

I believe the OP is referring to the Legion material containers - some are using "bag" icon and others "crates", etc.

The Timewalking Legion material containers are hit/miss as in the contents are random, so you may get a chaos crystal as a low drop, but not guaranteed. These are slightly better for the ore, cloth, and herb materials for 25 badges.

If one is Nightborne, granted requires a veteran account to unlock they can get access to the shoulder enchant Boon of the Manaseeker
which has a chance to get a enchant mat bag from Legion mobs. Granted seemly nerf'd since Dragonflight.
