Timewalking Dungeons

Is it possible for someone under 100 do to a Timewalking Dungeon if they walk to the portal and enter?

The items obtainable are sooo insane if this is possible.

I think I saw on wowhead the following:

TBC Time-walking dungeons require at least 71.
WOTLK Time-walking dungeons require at least 81.

But I wondered the same with my 19 twink, due to Mog-it showing the timewalking gear as possible transmog

I mean the transmog is AMAAAZING... butt yea.. Doubt it
