Okay, it's a transmog on my 29, but easily usable by any 20's. I always enjoyed how it matches prestige items (Elite 60 PvP Gear) with common paladin ones (Lightforged heirlooms) in an unusual way that also matches the guild tabard.

I also have this interesting visual using a shirt and a tabard, rather than a chestpiece. I believe anyone could use it if you can match the tabard's and shirt's color (Armory should upgrade soon-ish).
