Note I did do a fair few quests before the Shattering so perhaps a fresh 60 might not be able to complete this anymore.

he's saying he had credit for quests from before the shattering which were removed afterward.

Well, you have all the quests from the lroemaster achievements in most zones, but there are quests in zones that doesn't grant an achi also (every starting zone, dun morogh, elwynn, whateverthenameoftheworgenstartingzone, etc. same for horde ofc.



I also noticed for alliance there is no ach for the quests in hillsbrad (?) possibly more zones



There are dungeon quests, quests picked up in capital cities, and ofc hellfire peninsula.



I think you'd be able to get 3k quests even if starting after shattering.
