Is The Jackhammer - Item - World of Warcraft BiS for any classes at 39?

If not what is BiS?

I'm wondering because I have one and I know how extremely rare it is so im curious

Didn't play 39s since early WotLK but back then it was
Pendulum of Doom - Item - World of Warcraft
because of it's low speed and the amount of damage you would do bc of that (and abusing it's low speed for kiting until the next swing).
Jackhammer is ofc nice if you want to have fun every few minutes with 300 haste

there are axe's and swords that drop in scholomance and the heirloom axe.

The Proc rate on Jackhammer currently looks like it's at 1ppm. However that was tested with white hits not special abilities.

Stupid question but does it work in cat form/bear form? If so are 39 druid viable?

39 druids have always been viable. They were never not viable.

And yes, it does proc in cat/bear form.
