This candy has four different effects:
Hallow's End Candy - Spell - World of Warcraft 5 % chance to increase time between attacks by 25 % and reduce movement speed by 30 %.
Hallow's End Candy - Spell - World of Warcraft Skeleton transformation and underwater breathing.
Hallow's End Candy - Spell - World of Warcraft Pirate disguise and 50 % swim speed increase.
Hallow's End Candy - Spell - World of Warcraft Levitate.
Wands
There are five new wands added:

New World Buffs
Every four hours there is a city-wide announcement and then 10 minutes later, Sylvanas or Genn buffs nearby players near the Wickerman at either Undercity or Stormwind capital.
Decree of the Dark Lady - Spell - World of Warcraft It lasts an hour and persists through death.
Greymane's Resolve - Spell - World of Warcraft It lasts an hour and persists through death.
