Updated for 8.1.5! Quest gear and rare-mob-specific gear drops now can proc upgrades to rare or epic status (i.e. higher ilvl and stats).

39s enjoy an unprecedented selection of gear thanks to BfA's gear scaling. Zones, instances, and quests all adjust the ilvl of armor and weapons, but in different ways. Also, remember that 39s don't get the 5% bonus for wearing the correct armor type, so some classes and specs are better off using differently typed gear.

This guide lists gear by class and spec (excluding grandfathered items, combining lists where possible, and omitting tank specs), then afterward breaks down why certain gear works best. Note that gear proceeded by "of the X" means the gear also features secondary stats, even though WoWhead tooltips don't show them. Finally, Wowhead tooltips may not show correctly scaled stats.

How do I get my hands on these BoEs?

Other than the auction house or ridiculous luck, you can consult Sun's Guide on how to farm the rare and epic BoEs. For uncommon/green BoEs, it's more complicated. Blizzard's new scaling system means that most green BoEs drop such that the item level (and corresponding stats) of a BoE green is three levels higher e.g. a 39 green sees ilvl 42. However, some items use Blizzard's old scaling system, with a +5 gap (ilvl 44) and thus higher stats. Lockboxes, treasure chests (including the one at the end of Uldaman), and some rare mobs offer such rewards.

To make matters even more confusing, it's also possible for the same item level to provide different total stats. In other words, we're back to the days of imperfect and perfect green drops. That can also work in our favor e.g. ilvl 42 shields can match the stats of ilvl 44 shields.

Big question for "of the x" gear - what are max secondaries

From what I've seen on my priest:
boots +12
off hand +8
cape +10
bracer +10
legs +16 (?)
green lens +18
neck +10
gloves +12
chest +12

Appreciate any input you guys have, I recorded a few other slots just have those notes sitting at home.

Also, possible personal opinion?, that https://www.wowhead.com/item=88358/lessons-of-the-darkmaster&bonus=4046 is pretty garbage once you realize its OnUse is only +15 Str, 2min CD which you can get +10 Str static from doubling up on DM trinkets. I've completely taken it out of my rotation. Maybe an asterisk for new players to note?

Good points -- I had some of these in the leather agility section, but previously left them out of the mail agility section. Hunters and enhancement shamans say thank you!

The Falcon's Hook and Imperial Boots don't look like worthwhile options to me, as there are other easier-to-get choices with higher damage output. Am I missing something?

Is the Shadowforge Bushmaster still obtainable, or is it grandfathered?

i got some of these items, even selling falcon's hook on AH lol
bought a bushmaster 3 months ago on my realm (us-uldumidas), ilvl 40 and req 35. I think it still drops but uldaman loot is somewhat bugged for me, when i got galgan's fireblaster it dropped with req lvl 40, almost facesmashed my keyboard

we got a nice analysis of something i noticed and posted some time ago, 39's have far more ranged options than 29's
 
I was just kind of thinking about how something like this would look, turns out it looks amazing! Some neat quest gear in here, glad people are finding this stuff. I wish it was easier to track down on wowhead.

I'd add the fang set for Boomkin/RDruid/MW, and https://www.wowhead.com/item=9887/huntsmans-armor is the 12/17 leather chest. Spellpower and Master's Engineer's Goggles can be good for non-clothies too. I think Master's are BiS for druid/monk survivability sets still, not sure how the armor loss works out compared to mail/plate.

Falcon's Hook is a pretty clear-cut winner for damage output on most agility specs (haste specs like feral or maaaybe SV could be an exception). Definitely worth listing for the less stam-inclined.

Flashing Steel Talisman isn't very good, it has the same 75%ish nerf in BGs as Lessons of the Darkmaster. Black Pearl Panther from JC could work as a burst trinket though.

There are a few other shields, especially for casters mostly looking at the 18 int - https://www.wowhead.com/shields/min-level:42/max-level:44/quality:2?filter=128;1;0

Swiftwind is another solid scaled ranged weap, up there with PCB.

Sacrificial Kris is one of the only other 34 int caster weapons I've come across, good easily obtainable option for people who haven't farmed their mara dagger yet.
