US Speed of weapon determine proc rate?

Wondering since Thief's Blade scales faster DPS than Shadowfang which I should put Landslide/Elemental Force on?
 
Slower weapons have a higher proc rate. So if you wanna put landslide on one weapon I'd put it on a slow weapon, since Ele force proc rate is so high anyway it can be put on the faster weapon
 
I thought the chance was about the same though. That even though its a higher percent chance to proc with a slower weapon, you end up with less hits for it to proc off of. In the end it evens itself out because [less hits * better proc chance] = [more hits * worse proc chance].

Though someone should really check the math and find out.....

At least this is the way it is with Crusader, and I believe Landslide procs the same way. Elemental force is dependent on the time in between attacks and haste. So if you want to find the ample weapon speed between MH, OH, & special attacks (...lol...) knock yourself out.
 
The reason you get many more procs with a slower weapon is because of the old ppm system. Whatever the speed of your weapon was would the divided against the ppm and you get the % chance for every hit ( any melee ability) to proc the chant. Example would be a 1ppm chant on a 2.00 weapon speed would result in a 3.33~% on each hit to proc. A 4.00 would have a ~6.66% chance per hit. If you didn't you any abilities you would end up with the same amount of procs technically. But the majority of nearly every melee dmg is made up of majority of yellow dmg dealing abilities.
