stream quality @ 10 with res alot higher, trust me, you wont have FPS issues. you are streaming at like 200+ FPS

With how much kbit/s are you down- and uploading?

If youre uploading with less than 1000 kbit/s you probably wont be able to stream in good quality.

You have mention, that if youre putting your quality settings on high and the resolution to 1280x720 or even higher, your upload has to be high enough to be able to upload such massive amounts of information.
