no. u can have level 10 with lvl 60 item. that is if u manage to get it. ofc you can always say " but my stupid brother/sister/wife level my old character " who knows.

You could say you were flying to go lock your XP while the Invasion was happening and you got XP while on the FP and over Leveled, might work.

I am here to confirm that this does not work sadly.
I was 21 for almost a year even at prepatch of legion, i recently got deleveled and i got lvl 21 gear from the bg boxes.
When i got delevled they turned red and i was unable to equip them because a level requirement appeared on them saying I needed to be level 21 to equip them
