Can someone explain how I lose agility with the snow goggles on when it has 7 agility more ?

it is leather, use mail

to put it clearer, this make you lose 5% of your main stat if you dont use the right armor type, in your case mail

At level 59 dont you have the passive ability that Grant's main stat if you're wearing all mail? I'd guess its that
