Solo Island Expedition on Ally as F2P/Pure-F2P/SET/NEEAT/NEESEF2PT

I might have missed something, but I can't seem to figure out how to access Island Expedition on a horde character. I'm vet, but haven't played any BfA, so I would think I'm more or less in the f2p boat.
Can someone help me in the right direction?

Has the OP strategy changed or anything patched? On a 100% f2p with Harlan Quest, when I talk to Flynn and enter a "private" solo expedition, I am immediately booted from the instance "you are not in a party and will leave in X". Then I receive a 15 minute dungeon cooldown.

I just did a solo expedition as a vet, no change in mechanics. Unless something changed elsewhere for pure F2P

ok I think it was just a 10 minutes before and after maintenance coincidence, I finally got in

edit: Elderhorn on my 3rd expedition !!
