Silver Lined Belt is usually a cheap grab from the auction house. It's a twink item but usually there is way more supply then demand.

AFAIK there is no go to place to farm it. It drops in Gnomeregan or Scarlet Halls or from basic world pve zones. It's just one of those random-chance drops that isn't really farmable per se.
