One source suggested that A Charitable Donation might not require level 70, but as a daily that will go away after about 1-2 hours IRL time from release it shouldn't be viable to get all the rep you need. Your Continued Support replaces that quest, most sources agree it requires level 70, but is repeatable.

iirc, it wasnt possible for twinks to get SSO rep at low levels in TBC or Wrath. "there's a sword with no req level, how do I get it?" has been a frequent post on these forums since the twinkinfo days and to my knowledge, noone* figured out how to get it until very recently
*the usual "there's probably some guy in asia who's had it since like Cata" caveat

the question is how will blizzard do the sunwell patch? classic TBC is a deeper patch closer to WOTLK making it not quite the same
in the van TBC there was a pre-event to secure the island, etc. sunwell raid btw was unlocked in stages from what i remember, it was not a instant full raid all boss access, along unlocks based on server in SWP. the mobs during the pre event gave rep
many don't remember at the start of vanTBC many of the world mobs gave rep. there was and i think still is a buff in HFP that says you get extra rep killing mobs, the rep part in open world was ganked very early no notes.
blizzard was notorious for doing stealth nerfs and buffs, there are no blue posts/notes on a lot of nerfs that players were able to do. i'm not talking undocumented minor changes. blizzard was confronted on these stealth player/class/etc. changes after players kept figuring them out and getting aggravated being guinea pigs, then blizzard promised they would announce and not use the players as testers on live version of game

This is what I was talking about in my post. Seems that open world mob rep during this event to secure the island was nixed.. shame. That sword on my level 1 twink woulda been hilarious

not sure if it was the previous twink site (pawn depot?) or early twink info site, there was a alliance 19 rogue that posted a SS in SW with dual swords and mongoose. he got reported, did not get banned but blizz ganked the swords.
back then high levels freaked out when they saw and would question 29s with mongoose. on my server at the time it was about 1000-1500 gold per enchant, and like a 200-500g tip was expected.
i had a windstorm hammer and a bleeding crescent on a 29 that would freak 70s out. mostly that i had the gold to do it especially on a green

I've got the sword on my old 19 rogue, it was possible but the method to get it was fixed within 6 days of it being discovered the first time around

sorry late response, but the https://tbc.wowhead.com/item=17039/skullbreaker was a horde only one time quest reward also was a caster twink item in BC. it became a blue in CATA along with stats being changed from INT to STR.
