Nah ilvl 26 boes become ilvl 23.

Besides... http://www.wowhead.com/item=11121/darkwater-talwar will be BiS, unless you're going for swagger points. Its proc hits for much more than Sfang on beta

Thats an interesting observation. How much more frequent are the procs than Sfang? Is the occurrence enough to outweigh the 6 more agi (if dual-wielding) that Sfang provides?

Edit: Searched on Beta for stats of both weapons, I'm going off of the ilvl 24 fang if that means anything.

They proc about the same considering they have the same applied ability. The difference is tremendous though. The agil gain isn't worth the damage loss from proc. Especially after the stat squish.

Talwar's shadowbolt proc is almost as strong as an ele force proc. And with Ele force and Mark of the Hidden Satyr, it's more effective than pure agil stacking (unless you have a significant amount of agil).
