I don't own a shadowfang but I was wondering if +spellpower gear has any effect on the +4-8 shadow damage?

what do you mean "also procs" ? It isn't a proc.. it's just xtra damage.. every hit.

i guess proc isnt the right word for it

Process/Procedure, or a bunch of other things, none of which can be definitively identified as the correct definition. The term got popularised when people still played Everquest and before that among MUD/MOO circles and probably before that too, but I wasn't there so I'm not commenting on that.
