The Frozen Sea is mob-free, well, safe for the Penguins, but they're relatively friendly

To reach it, run to the Kalu'ak village in the east. You can swim to the ice platforms from there, there will be pools all over the place. Bring some Elixir of Water Walking, else you'll have to swim a lot.

You'll need 575 fishing to be junk immune, so:

• 450 Fishing
  
• Aquadynamic Fish Attractor (get about 100, just to make sure)
  
• Arcanite Fishing Pole
  
• or Nat's Lucky Fishing Pole it's level 35+ though.
  
• or a Big Iron Fishing Pole with the fishing hat equipped (or an eternium line)
  

You can still fish there with less than 575 though, but try to get your skill as high as possible. You'll spend less time catching junk. Good luck!
