Rugged leather for trial f2P account

how can i get some? i can only level skinning to 200-doesnt go higher

I need 20 rugged leather for my winterspring mount quest
 
If memory serves I believe you can get some from the previously higher level zones by skinning (for instance) the un'goro dinosaurs.

If not there should be a recipe that allows you to craft some from the inferior type of leather (heavy leather or something)

And if none of those are correct you can get rugged leather from junkboxes obtained via fishing in zones like tanaris (fishing in fishing pools rather than open sea seemed to work better for me, maybe just rng so try and see).

The 200 skinning cap has been around for a while so sadly I'm not sure if it's a bug or if it is intended.

is that fishing in wreckage schools or fish schools?
You're guaranteed chests in wreckage schools (sometimes multiple, but sometimes one + stranglekelp or rum), and may get a chest in fish schools. The chest drop rate is higher in fish schools than in open water (also, you won't get missed casts in schools, whereas you might miss in open water based on your fishing skill).
 
Wreckage is generally best for chests, but you might as well fish up schools too. A pool now is probably better than hoping you find a better pool later. Also, while I'm not sure the mechanics, I'd be surprised if ignoring schools wouldn't eventually clog up either the available spawn points or a zonewide pool limit and cut off the option for wreckage.
 
I did some experimenting. Definitely the fishing for Mithril-Bound Trunks are the best option for F2P accounts. Unfortunately you cannot dedicate one character to fishing because Warband Banks are not available for F2P. Fortunately, I was pulling up Mithril Trunks even with a fishing skill of only 35. The beaches of Blasted Lands & Tanaris were the easiest for Sky Riding. Stonescale Eel pools were also excellent for fishing Mithril Trunks. Snapper, Blackmouth, & Greater Sagefish only gave Iron Trunks. I even tried skinning level 15 wolves with a level 11 character and at 110 skinning (because I was level 11) the skinning was considered grey for skill up chances. So I can confirm it seems like it's solely based on how far your skill is below your level (times 10). That being said... If you're really wanting to hit skinning 300as F2P, only learn classic skinning and do NOT skin anything but classic beasts. Once a month Darkmoon Faire will offer the skinning quest for a +2 to skinning, but it will apply to whichever most recent expansion you have trained in... That's a long wait, but it is possible. I can confirm that even being trained only in classic skinning, I skinned a Darkmoon Faire wolf and it immediately gave me trained in Cataclysm skinning with a skill up.

have you tried killing and skinning mobs while in LW mode? going to a area and skinning mobs that are scaled to your level that normally you can't skin.
