If you're adamant about one of those two classes I would go with shaman since they seem to be less common. And I think horde is in need of more twinks.

20s are more fun, but i can understand why someone would go 29.
Personally i go 20 on classes/specs i feel have what they need at that level (arcane mages, disc priest, rsham, ect) while going 29 on destro lock (28 for chaos bolt) and 29 on boomy for both dots, silence and healing touch.

Horde needs more players and Ele/Enh sham is pretty rare nowadays, we need more of them.
What you preach is nothing new. Some of us have been saying this for over six years.
At this state in the game the gear advantage is negligible in instanced PvP between a level 20 and a 29. Even level 25 consumables are not game breaking. Very very few people use consumables in battlegrounds. In fact, one of the best food buffs has no level requirement whatsoever!
There are a few classes that have some quite upper tier spells that level 20's don't have the luxury of having. Very few of those are game breakers.
I personally invite people that have level 29's to at least try out a level 20. Subscribers really should have practically all the gear easily at hand by now or can get it quickly with the exception of boots/gloves/wrists. And those can slots can be easily filled as well. What is one or two spells when you are "good"?
