There isn't really a general PvP ROTATION.. it is reaction
My typical melee opener is : sap, CS through sap. Restealth, premed, garrote through sap, recup + hemo (for damage buff, 10% overall)? Derp about for ~15 seconds until the sap>gouge DR wears off, and then gouge into stealth. premed recup > garrote > ShD > CS > ambush till 5 pts, KS > garrote.
Close with a gouge, and derp about. Make use of your CC's.
For a caster, you shouldn't really have trouble with any save mages.
For a mage, I : premed > garrote and IMMEDIATELY kidney shot, even though you aren't at 5 points. It gives you ~3-4 seconds of unavoidable damage, and they might even blow the trink. Most mages will blink out of this - don't bother wasting ShS, once it hits .2 on your garrote timer and energy pool. If their hands light up, gouge quickly, and they'll be gouged on the other end of blink. If you are slowed still, sprint up. (A good mage won't blink until after you have blown CoS \ ShS, or they are desperate, which is why you want to react and not assume. If they assume you're going to assume something, they'll do something else).
--> From here, you have 20 seconds until the next blink is on, so lay out the damage. At ~15 seconds after the blink, make sure you have bleed\recup up and get ready to play defensively to counter their blink.
*If the mage is frost and you get nova'd, wait one second to account for GCD and then vanish; this is assuming you are going to be deep freezed (especially if you are at >50% hp or the mage is). Vanish won't break the deep freeze, but they will have to AoE you out of it, otherwise you get another opener.
Against the typical healer : This is EASILY the most difficult fight for a rogue in this bracket - at least, vs the healers on my server. *cough* two seconds and 100% hp. Basically, you have to bide your time until it is right. Force their trinket ASAP, and then continue to derp about until they have HoT's off / wearing off. Gouge into stealth, premed recup > garrote into ShD CS. From here, ambush spam until the end, where you use another garrote ( which DOES have a diminishing return). at .5 seconds on the garrote silence, use gouge to recover your energy. Blind at the end into stealth. Sap them to wait off your DR's. open premed garrote > hemo\backstab, depending on whether you use daggers\other weapons, ride out the silence. At .5 seconds on the silence use kidney shot. Damage until ~1.5 seconds on the kidney shot, and then energy pool so you have enough energy for gouge. Recup with whatever points you have, and then vanish > premed > CS , your damage preference, and then eviscerate.
--> Basically, for this fight, you want to wait until you can take complete control of the fight, and then abuse the control. If it is a paladin, keep in mind that they have a bubble to blow, so you'll have to set up the streak twice, by which trinket will be back up (since it is a two minute one now), so you'll have a one minute window to down them. I recommend taking them to ~75% hp before opening up, just to give yourself more of a cushion. Also, remember that you want CONTROL, not damage so much (even though dps is important).. that is why you stop attacking to pool energy, because letting an hpaly get one holy shock off \ dpriest bubble \ otherwise CC's can (and will) ruin your whole streak. It comes down to seconds, so you have to be careful.
Recuperate is your #1 priority, keep it up at all times. +12 energy / 3 seconds is simply too much to give up.. use it even over your stuns, since you will be derping yourself if you stun them, only to run out of energy after two attacks.
Watch neilyo \ akrios videos on youtube. The burst is a lot higher now then it was in 70 at 70, but you can still pick some things up.
This is the basic idea, you'll have to alter it accordingly depending on opponent skill level \ your own \ situation.
