I was finally able to recover my old account and this was my old "twink" I was getting ready to lvl when blizzard made the xp/xp off option but before I could I stopped playing. So he is lvl 21, I have the rest of the defias set waiting for him on Bleeding Hollow, along with other boe gear, but I am wondering what quests for gear I should get before I go to Bleeding Hollow and go alliance.

Eyepatch and Ello's Band, there are boots that scale 7 agi / 7 Stam / 7 crit that might be worth grabbing. Also Sword of the Falling Sky. Maybe some other tmog items if you're interested in that stuff, I'm not sure what tho

Edit: Ah sorry I thought you were transfering horde. I would grab a signet of argas

I've done it twice as well - 21 to 20 shouldn't be an issue for OP, although getting deleveled down to 19 would be more difficult due to requiring multiple GMs.

It also depends on how much time you have played @ each level - need to be able to explain your "mistake" in leveling, e.g. if you faction change and level to 20 by "accident" since xp will be on, grab eyepatch for mog on 19, and then delete the higher level items after mogging + submit ticket to delevel. You just have to be time efficient & not spend much time at the higher level, as the GM will check the /played - I was tempted to try it on a 20 with AB tabard to delevel to 19 before my ban, although I doubt it would've worked either way due to the higher resulting /played.

It's also a decent method for getting Scarlet Crusade tabard on a vet 20 - level to 21, farm it as quickly as possible with xp off, delevel via GM. Or just ticket and claim that you deleted it - that also works, as it does for many other items.
 
If you want to go ally because you like it better then go ahead. But i heard some birdies sing songs about the new scaling formula in legion so you might want to look that up first

You can mulipate a GM if you know what your doing. I had a GM take something from another person bags that was soulbound and inactive. Mail to me. Convinced him I accidentally gave to him. The person I took it from was done with wow and said I could have, if I could find a GM stupid enough to do it. This was in cata.
