They won't fix that because it doesnt pertain to end game.

Think about it, outside of retardedly high ilvl items, the only things twink related that have been fixed since prepatch have been percentage based speed increase items (HoTP, Drake Impulse, and now Riv,) because they're good at any level, including 60.

Iirc, HoTP was used by people racing for world first 60.

Riv wasn't changed because Blizz is looking at low levels, Riv changed because people were using it at level 60.

Well, one thing that you could consider is duel wielding w grips warr now since the flat % never stacked but now it can bc it is speed stat.

Can someone check the Arathi basin boots?

there is also a lv 25 req staff that is confirmed to still have flat rate speed boost.

Ultimately, I think blizz will convert all flat rate speed bonuses (racials, minor speed, gift cloak, gem) to give speed rating just a matter of when
