ive seen a total of 3 rings of precision during my gameplay
two were won by randoms
and one I was gridnding cooking so I was farming clams. It dropped. Alas two people know the password to my main account and one of my friends decided to ''help'' me sell stuff on AH. Sold it for 400 gold, right here US alliance aerie peak approx. 7 months ago. Oh well I have over 100k gold on the acc and numerous GF'd items these people never stole anything....good stuff
