Returning Twink

Hi, I am interested in getting back into twinking. Previously I was in to 20 pvp but this time around I want to do some pve and collection

Is there a link to forum that helps understand which things a level 20 can do? Like what achievements to get, mounts, reputation? What zones we can complete?

I couldn't find a sticky on a mega thread on this. I've seen a level 20 TWW guide and a mount check list but I want a piece of information to reference so I can "complete" what level 20 twinks can achieve without a sub/leveled toon.

There's the big f2p list showing gearing and a bunch of stuff, but honestly if you want EVERYTHING, I had to learn by doing research and scanning through various sources, and then figuring some out myself. The bright side is that there is a lot more possible than you might know so far.

what chromie timeline does everyone hang out in?

You'll find the most and high-level players in the present timeline, but everyone's split so much it depends on what you're looking for. Chromie time is better for finding leveling players, though there are fewer on average. Also I'm 99% sure there are no multiple chromie times, they all act as one warmode-esque phase. As to where us low-levels hang out, I've seen some people around Goldshire at times. Not sure if there's a big gathering spot though.
