Not in my opinion. Sockets will be more important than iLevel in BfA imo.
Might be worthwhile copying your character to beta / PTR with 15 - 20 mark of honor to buy the PvP +10 Int gems to test if they will be better than the nerfed TBC Haste Gems. ATM "Breath of" enchants are stronger than "Gift of"
I'm a little surprised you have have such a Haste heavy build, both my 60's have more Int than your Disc.

I'll test those int gems, maybe the haste meme has gone on long enough. It's mostly for the reactions. (also casting heals in less than a second is fun) BFA shadow seems like it's more about instant casts though so intel is probably the way to go.
