great input doobry, appreciate it. I always run with flask, and usually play with my man nigx, so I have 20.3k HP and 701 resilience (about 25k when I tank bads in bearform xdd)
AND YE, i usually only use bash while I'm garroted, and I have my own trick of getting behind the rogues so I have never missed/get dodged by a rogue for a long while
playing with protwarrior in 2s anyway, so stun is most likely on DR if i use bash xdd
and about the haste, I was thinking about using haste on cloak instead of spellpen to get the cap, but I turned that down, I am fine with 6%ish so I at least get one more lifebloom tick. and the wild growth is healing for shit on the last ticks anyway, so i dunno if one more would matter so much

Bash can still be missed as it based off melee hit I believe. Even if you are behind them it can still miss, I think you are thinking about it being dodged, etc.. (i.e. expertise not hit rating).
There are a few changes I worked out you could do that would give you near spell hit and some extra crit/haste with only a slight loss to survivability:
Change glove enchant to Precision.
Change Guardian's Band of Salvation to Loop of Forged Power.
Change one of your chest gems from a Willful Ametrine to a Veiled Dreadstone (10 Int/10 Hit).
Change cloak to Volanthius Shroud with 35 spell penetration on.
Net result overall (unbuffed):
+3.88% spell hit.
+1.01% haste.
+0.78% spell crit.
-260 health.
-90 mana/6 spell power.
-24 resilience (1.15% damage mitigation with your gear).
-7mp5 (in combat).
So a small survivability loss and neglible regen loss. It is up to you whether you think you can take the small survivability hit for slightly better haste/crit and much better reliability. (I would).
With those changes it will also put you at 9.51% haste. It may also be worth investigating if it possible to get to 12.51% haste for the extra rejuv tick (or 12.52% for the extra tick of Tranquility rawr!) without losing many more stats/survivability.
Another easy way of doing it would be to get Precision on gloves and change a 34 res gem for a 34 hit rating gem. Hey presto spell hit cap (and closer to melee hit cap) with only a slight loss to survivability. Probably easier overall this way.

EDIT: One way of getting to 12.56% haste would be to keep the Tattered Cape of Antonidas and change a 51 stam gem in stave to 34 haste. But you would lose a further 8 res and 51 stam.
Maybe a decent idea for BG's more than arena?
