Resonant Crystal is the new Chaos Crystal, but worse

Does anyone have a reliable way to farm this at level 20? So far, I have made a disenchanting alt that maxed the Knowledge tree for Insight of the Blue. also managed to craft epic weapons and gear on the same char (limited supply, as I only have 5 sparks) but disenchanting those only gave me blue mats...
Does Enchanting skill in this patch affect the rarity (not the quality, the enchant mats don't have ranks) of mats that can be obtained from disenchanting stuff?
Does the lvl of the char affect the rarity?
BAsed on my current experimentation with DF proffesions, we currently don't have any way to obtain this without a sub

Ah, okay. My bad, should had been more specific, it's obsolete on EU region, visited the NPC and no quest is given.

I'm vet, so I can't give an answer... Either way, beside the initial quests, that give you 5 sparks, I haven't got anymore from looting or chests, or normal dungeons...dunno if there is a lvl requirement for them to start droping.

Edit: Honestly the only reason I want crystals is for the proffesion tools enchants, but at this point I'm starting to think it's too much work just for some extra 1% Perception....

So far, not seen any more sparks than the first 5 via the quest chain but for Enchanting with enough knowledge use can unlock "chest-like" items that can drop a random disenchantable item including purple ones but on a level 20, I have not seen any Resonant Crystal yet. I think that with the disenchanting bug that a less than a level 20 cannot disenchant non-craft able or knowledge unlocked items.

The other issue is that most purple items without a crafting order are soulbound on the character that created it, so kind of limits <= level 20 to tailoring + enchanting as a possible option to try to get Resonant Crystal.

UPDATE: So far, a few purple items from random "chest" spawns in Dragonflight with Enchanting knowledge to see these spawns have not yield any Resonant Crystal yet. I am not on a toon that can craft purple items to test if these get a crystal but there may be a hidden knowledge or character level as on my veteran account my >= level 30 Enchant could disenchant drops and crafted items, but I wasn't high enough while on a timecard to craft purple or find purple items to test.
