For shoulder there is also one from the Wintergrasp vendor when your faction controlls the area

Inscription of dominance

This one doesn't require any profession and has no level requirement, just one mark of honor to buy

Edit: I guess only the spell power one has no level req.

Pretty sure those req lvl 30 to use grah, although triumph doesnt say so.
