This guide as well as all content from TI is currently hidden away at the moment but the relevant content wil be returning very shortly, including thid particular guide which I will make sure is one of the first to be moved do to its helpfulness

There is a gear guide for level 19s, in forum, 10-19, guides, quick gearing guide. It is up to date.

The guide should be up and the internal links fixed. As far as I know, the gear should still be valid until the new xpac prep patch comes out. The class rankings are probably a bit out of date. As always, feel free to post recommendations/updates there and I'll hopefully get around to updating. Not subbed currently, but I check this forum every so often.
