EU+US Question regarding quest reward epics

Both the epic crit boots and legs are superior to deci pieces and the other piece is gloves.

Not superior enough to warrant hundreds of rerolls, but superior nonetheless.

It just seems impossible to get 2 epics that close together in regards to the boots/legs.

I've been rolling the boots/legs all of today and only got rares.. not 1 epic

Have seen circumstantial evidence of toons gaming some sort of “luck/time” mechanic to up their chances of an upgrade after completing plenty of non-reward quests and waiting several weeks before completing the desired quest,

That was me - tried it with an extensive test. I got more on a toon when I just cashed in quests consecutively. RNG is RNG. :-(
