Could i equip both daggers, the level 11 and level 7 version of Talon of Vultros together?

Yes

You just have to get them both.

In case you don't know:
level 7 version is a loot from vultros and level 11 is from lockboxes.

yes the lvl 11 one that has only dropped in lockboxes since cata release and the lvl 7 one they recently added.
