Question about lvl 39 Ilvl gear

Everytime I use wowhead to see what ilvl the items are at certain level the answer is innacurate so I'm trying to figure out if Epic weapon will be 113 or 123?

123 ilvl is the correct answer. 113 would be for lvl 29.

Is there a list what the max blue and purple ilvl items per caracter level are?

Unfortunately I don't think there is a list. But there is a trick (that may not work at higher levels, not sure): Go to the dungeon journal while NOT in Chromie Time and look up the ilvl of Dragon Call. That is the max ilvl.

Just checked, that only works until lvl 30. Best bet would be to look at the next raid tier on the highest difficulty (so for 39 that'd be HFC Mythic) and subtract 1-3 ilvl from that.

i had a look at one of my old lvl36, it has purple ilvl133 on it .. these are the wod dungeon gears
