If you're like me, and can't remember what quests you did in the past, you can use this to look up the different zones per specific character, and see what quests you are missing. Use that in conjunction with wowhead, and et voilá.

Remember to say a prayer to our lord and savior, RNGesus.

Looks like i average about 40 quests per zone to do. Might as well do every single one.

Stats on the epics look the same or a little worse than invasion gear, with a few exceptions. Hoping for some off-pieces like a cloak.

Where are you finding the epic quality stats?

go to wowhead, click ptr on upper right (might not be necessary, but more reliable), find item you want, click "scales with level", then scale the item to a level that shows what it would be as an epic upgrade. since epic upgrade isn't available for wowhead, you'll have to wing-it by finding the ilvl of the blue/green version for whatever lvl twink you're going for. For this instance, a 19 would get an ilvl 31 epic. Blue would be ilvl 25.

Doing this with quest items is easy. Doing it with boe drops can be more difficult or even impossible since the database won't scale them right and theres a large selection of different ilvl versions for some reason.
