PVP Scaling BFA - Does stamina matter?

Greetings, long time lurker and first time poster.

Currently gearing a 39 disc priest and i'm having a hard time finding a proper answer to this question.

With the current PVP scaling system, does stamina/health pool matter? I've read that in this xpac, increase in damage is now %hp/based and not #based. Therefore, the damage that i'm dealing (that I see) is not the damage that my opponent is seeing.

I.E: Let's say im 1000 health, and I deal 100 damage to my opponent, that's 10% of my current health pool. My opponent whose hp is 800 will receive 80 damage (10% of his health).

That being said, some people have told me that stacking intellect and/or secondary stats items without regard to stamina is better since stamina doesn't really matter anyways. For instance, i'm better of using Spellpower Goggles Xtreme Plus (+27 intellect) rather than Green Lens of the ___ (13 intellect/20 stamina) right? Current armory list is kinda confusing since some players seems to be using either one or the other. Some priests have 2kish health but stacking massive intellect items with almost no stamina, while other have 3.8k+health but with regular stam/int gear.

A character without an intent to integrate stamina in their build would be a glass cannon, effective until you get hit.. more often than not you will require stamina in order to be competitive..
 
Personally, I go the stam route, because it makes me so much harder to take down. Damage isn't outpacing healing so much that you need to stack tons of INT to get the edge. Sure you want as much INT as you can get, because you still do damage and such.

I think it boils down to how comfortable you are with the class. Can you risk losing some survivability for more power?
