Which ring you talking about? I switched to horde to get a second Argus band and they both are equippable, if that's what you mean.

No it changes to your faction unfornutely protectors band changes to legionaries and vis versa

You can get quest rewards twice.

But all Horde-specific items turn into their alliance counter-parts. There is only ONE exception and that was a 1-day mistake of Blizzard where Alliance could buy Talisman of the Horde.
