Go in normal time line, there are plenty of people ( EU )
It's total garbo & the interest has dropped off rapidly.
Nearly all of my Twinks are on desolate backwater RP realms & there is often next to no one out in TwiHi.
I got the swaggy robe, so I'm done. Don't want the hideous dino-bug mount or any damned pets;
but if you want to full-collect, maybe try realm hopping?

Phasing is all messed up as well. I can be on 2 toons on the same realm with no Chromie Time, no warmode. One toon will have groups of people killing rares the other one will be in a ghost town.
At this point I'm finding that there are also disorganized random people that are trying to kill rares but few tanks. I jumped on my prot pally and am having no trouble surviving with no healer. Dps is slow but if you can get to the spawn early and pick up a dps or two you shouldn't have a problem finishing before the rare de-spawns.

I feel your pain - you are not alone. The whole thing is completely messed up. (I've posted a little on this on another thread.)
Here's what appears* to have helped, & what hasn't. (All these alts are on Aggramar EU.)
* It's hard to tell.
TLDR: I've ensured I am not in Chromie Time - switch to Present Time - have War Mode off & have completed all quests in Twilight Highlands - check with Low-Level & Warband Completed.
FIXED: I discovered Dürian (Level 80) who had the issue was on the questline Allies of the Horde: Vulpera although had dropped all quests. (Which is bizarre as I unlocked Vulpera about a year ago on another alt.) I switched on Low-Level Quests & Warband Completed Quests & I could see Where Are the Workers? in Twilight Highlands.
She completed the whole quest chain - don't know if I could have stopped sooner when the chain left Twilight Highlands, but here we are.
Dürian (Level 80) May be stuck in Chromie Time but I can't tell, nor leave if she is, as she's levelled too far. Has done the whole intro quest line, has the title (as you can see) but gets no traders in the holding area - empty tents. Occasionally World Quests are available, but no Rare Elite Events. (I kitted here out using my other 80 Druid.) Chromie Time is not available to her. Not on any quests (all either completed or dropped) & I don't know how to spot anything else that may indicate phasing.
Lychëë (Level 80) Same as Durian but everything works fine.
Kiwano (Level 20) has done the same, everything is working, but whilst all the NPCs & traders are there, yesterday there were no tents. They were all standing in the open. Today they are there with tents. I've changed nothing. (He was in Present Time, not Chromie Time.)
Sârâh (Level 20) has done everything, has access to everything, but like you she was the only player around yesterday. Couldn't do any Rare Elites on her own. I checked today & she was in Chromie Time (Burning Crusade). I went back to Orgrimmar & switched to Present Time. floew back - plenty of people but I kept dying. Found out I had War Mode on (from collecting Crystalized Sigil) so as soon as I switched that off - everything as it should be.
Twïnkle (Level 20) is in Chromie Time (Burning Crusade) but everything is fine. (Go figure.)
Akälä (Level 20 Crafting Alt) is in Chromie Time (Battle for Azeroth) but everything is fine. (Go figure.)
I've already posted about Durian here & on Reddit. Best advice is that it is a phasing problem, as people have said above.

So I'm at a loss how it it down to me to fix something when I have no means of identifying why there may be a problem. Much less how I can actually fix it.

if you go into the event area and see 3-4 star rares on the map, you are in the wrong time
the quest you take from org/sw, you can abandon it once in the event area. this gives you a option to leave and get back quicker by reaccepting the quest for the portal. i skip the intro quests and pick up the two blue quests

Unfortunately this event goes fast, within several hours on the first two days as a level 20 following groups killing the achievement rares, you unlock the mount and title so only items left are the 1 toy, three pets, 3-4 decor items and 3 transmogrify items requiring level 80 and its over.
The only other thing to do there is the world quests as these count for unlocked artifact weapons appearances and give you resonance crystals which can be used in TWW as currency (but unknown if this will change with the Midnight release).
I used a linked level 20 Earthen from previous game time, that went to Dragonflight and grabbed a DF necklace and three sockets then park them in Dornogal until the pre-release patch. So able to use the crystals gathered for vanity items there as well as interact with the discount trade post NPCs.

For those of you who have level 10-11 Monks, you can do a fun thing and ToD one of the ritualists as soon as they're attackable and reduce it to 1 HP immediately. (Not doable with level 20 Monks as the ritualists HP will be significantly higher than yours.
Additionally if you have https://www.wowhead.com/item=178826/sunblood-amethyst you can 1 tap a second ritualist if you're the only one attacking it (and is taking full damage).
