Counts for anyone. Anyone willing to put in hours to do research, theory crafting etc. to share their finds with the community. Bracket doesn't matter. For me, as a 19 player, I look at that which benefits my bracket, but in reality it doesn't matter. These people should be appreciated by everyone within their respective scene.
