Popular bracket in Prepatch/SL?

Hey, me and a friend are looking to twink in prepatch/SL and wanted to start setting up the characters now, which brackets are likely to be popular going into prepatch? We were thinking 110s but realised only time BGs are likely to pop is on Legion only accounts which neither of us have and obviously as of prepatch BFA is included in that.

TLDR: which bracket is going to be popular, we want to twink.
 
Since the xpon/xpoff split occurred, 20s is the dominant low level community with others requiring significant coordination to get games. If you want to roll levelers you can also just throw heirlooms on toons and level them up in BGs but most dedicated twinks these days are playing 20s.

Barring a roll-back of this split and presuming 20 remains the cap for Free to Play in Shadowlands, it is likely that the new 20s will continue to have the most activity. If you have not purchased Shadowlands, a bracket at 50 will also be available with game time.
 
If f2p is 20 I think it would be quite successful, decent number of spells available and an established community. I don't have high expectations for other brackets barring major organizational efforts. I suspect many twinks are less thirsty than during previous revivals due to availability of games in classic for 19's/39's/49's.

This about sums it up. Classic twinking is super active compared to Retail twinking, including 29s. But, there's def gonna be a nice community at 20-29 on Retail now, especially with a lot of people having 70 twinks scaled down (including ten myself).
