So this topic comes on the heels of some interesting tweets from @celestalon

So this insinuates that all levels will now be balanced the same as max level. This is great news considering that there are some specs/abilities that are grossly overpowered due to some abilities.

Here's an example of how a spell would change if this were implemented now:
Flash heal for a priest does about 7.3k base at 70 with a base health pool of 4900.
At 90, it does 13.5k base with a 149k base health.

This is a relative power imbalance of 1.49 to 0.093 or 16.5x stronger at 70.

If you use relative power scaling, which is proposed by the lead balance now, the flash heal base healing drops all the way to 442. With about 1.5k SP on a decked out 70, this drops the flash heal to 2414 from 9271, which is essentially the same power the flash heal had back during BC.

On that same token, a poorly geared 70 running BC heroics in greens (for fun), your 600 spell power would net a flash heal of about 1.4k, which is in line with a poorly geared level 70.

The point I'm making is that I think this change will introduce an entire new era of twinking which actually captures a semblance of balance at every level because the game is balanced at once.

What do you guys think a change like this means for the twinking community?
 
This is awesome in my opinion! As of now I can do around 12k DPS on my 70 rogue which is the same as a fully geared ICC 25HC fury warr back in wrath, so I'm very excited about this!
 
You can balance spells but it doesn't balance the whole game, they would also need to balance the mobility, the control... and im sure they won't at all (pala sprint before rogue ftw)
 
While yes, mechanics are permanently changed and the game will never be balanced like it was, by balancing the DPS/healing of all spells, you can simply remove spells that didn't exist at the time of your twink's hayday. With the assumption that the remaining spells will be balanced. While they've already stated they'll never balance low levels before high levels, this really, really goes a long way to help. It's almost game changing for PvP though.
 
I can't wait for this to go into effect on my 80 warrior twink. Running old raids will no longer be as faceroll(provided no one uses 409s), while we still have to see how the stat squish effects us and such this is a big step towards making old raids more challenging again.
 
Can't wait for that. Fixed damage is broken atm. A lock for ex will damage less than a dpiest with penance or a loldruid spamming moonfire and procs. I reach 10k DPs on burst aoe dps on my warrior 60 yesterdays because deep wounds tick so high. Been leveling him one or two shotting as prot still because of broken base damage. (Shield slam revenge)

This will hopefully change the fotm picture a bit. War, hunter, druid, priest everywhere depending on the bracket is pretty boring.
 
As someone who played a fury warrior in wrath, it was more like 22-24k in ICC
 
In ICC, you eventually received a buff that increases everything (damage done, healing, absorb done, health) by 30%, not including dips, so your base damage prior to that, is definitely <20k
 
You cant 100% balance, its impossible but getting it to a level where it requires a brain is good enought.

WoD will be a stepping stone as alot more fine tuning will be needed.
