on this account I think I'm only going to gear one, I hope I've got all the boes I need before I hit 1 week :/ probably not though cause I want a bunch of a savant pieces xDD

No I just need the best procs and I'm the only person who rly farms my level of gear.

This is the slow way. Since you can make a twink with entirely boe's, you can make that twink on any server. So make a 24/25 on the server that has the best ilvl 28 auction house (probably bleeding hollow for US, no idea for EU). Then you sell what you farm and use that gold to buy what you need. Literally 1000's of times faster than trying to farm up the exact pieces you need.

This would be fine if I wasn't an australian player.
Playing with a constant 300ms is not a jam.
So I guess the slow way is all I got lol.

I live in Sydney. I have zero problems in pvp with the 180ish ms. Maybe 300 is a bit high though, idk.
A populated realm isn't good enough imo. It needs to be a realm with a high population of twinks. Normies don't care about ilvl 28's. And they most certainly don't go out of their way to farm them.

Checked mine from this wave of farming:
1d17hours play time on 2 level 22's, mostly with a lvl 24 farming with the 22's on follow
Between them I have 69 socketed ilvl 25 weapons/offhands and 15 ilvl 24 socketed cloaks, have vendored the rest
A new lvl 23 has taken over as the farmer, that has 3 ilvl 25 weapons so far in 1h40 mins
The lvl 24 had 22 random ilvl 28 socketed greens including 1 cloak before I switched it out
I'm also Australian and will probably have to buy up some missing slots on BH before vet sub runs out, generally prefer farming my own though
