I see people having this as Horde, but the quest is for Alliance? How is that possible?

Most likely they faction changed to Alliance to get the belt (or started off as Alliance) and then changed to Horde.

I saw atleast 5 with it, seems a bit waste of money for just 1 belt =P

Best in Slot transfer is never a waist (badumtchh) of money.

It's a lot of money for 1 or 2 more stats.

but they'll be picking up other items, like house wyrnn halabred, silver embossed boots etc

if you are a hardcore 10-14, you will faction change

or in my case 2 times

Edit: What is the best belt and the best boots as Horde?

I believe best horde BiS belt without transferring is the "Murloc Scale Belt", and the boots are "Clean Room Boots".

I could be wrong though.
