for pre-boa horde priests, is Emberstone staff in deadmines better then the quest one in shadowfang?

Bubbles can't crit, but spirit is near useless unless you're stacking it in large quantities. If you can't get Twisted Chanter's Staff - Item - World of Warcraft then I would say go with emberstone.

You should use Emberstone. Crit heals are life savers and spirit just won't help that much.
